Future Majority releases swing congressional district survey

This report features data from a March 16-21, 2025 survey of voters in swing congressional districts conducted by Change Research. The survey provides insights into voter perceptions about government, policies, desires for the future, the first months of the Trump presidency, and more.

  • Costs remain a substantial stressor for voters: 80% say Trump’s tariffs will make costs go up. 75% of Democrats and Independents agree that Democrats should oppose tariffs, and 57% of Independents say they are experiencing a “Trump Slump” and the trade war is threatening their financial freedom
  • The “For the People” and “Freedom” frames still resonate: Most of the policy messaging using these themes reached well-above 50% in voter agreement. Voters want fighters, but they also want solutions and unifying approaches over extremism
  • Protecting programs from corruption, individual freedom and stopping government overreach are persuasive pivots: 55% of voters see Elon Musk’s government contracts as another example of corruption, and overwhelmingly disagree with his opinion on Social Security
